Purpose

CEEW seeks a senior consultant for the Air Quality team to support our work on the USAID Clean Air Better Health (CABH) programme. The primary objectives of CABH are developing effective air pollutant mitigation solutions, air quality management, and mitigating exposure to air pollution. The programme includes a multitude of activities aligned with these objectives. An important focus area is the industrial sector, specifically emissions from large polluters. 

Scope of work and specific deliverables 

1. Develop an India-specific EPA AP-42 manual for at least three selected sectors: The consultant will work across the Clean Air, Sustainable Water, and Industrial Sustainability teams to develop an Indian version of the EPA AP-42 for three select sectors, which will be finalised in consultation with stakeholders. The consultant would be responsible for identifying and forging a partnership with a government institution (regulator/ academic) as a collaborator for this assignment.
2. Develop a Decision Support System by integrating CEMS Data: Collaborate with at least four SPCBs/PCCs to introduce a functional CEMS Data Integrated Decision support system. The consultant will be responsible for conducting system requirement analyses, identifying relevant data management, alerting and verifying modules required, given state-specific scenarios, and facilitating its rollout. The consultant will also be responsible for capacity-building events and modules for at least four SPCBs/PCCs for sustainability and regular use of the DSS system.
3. Support scale-up of CEEW’s intellectual products across SPCBs/ PCCs: Various CEEW teams work on methods, models, policies, and practices relevant to air quality. The consultant would coordinate closely with the internal teams to understand the scope and relevance of these intellectual properties, and then engage with MoEF&CC/ CPCB/ SPCBs/PCCs to explore its uptake.

Duration of work, duty Station and payment schedule 

• On average, ten(10) person days each month is expected from the senior consultant. The current contract will be from April 2024 to September 2024, with the possibility of extension subject to performance and availability of funds
• The senior consultant will work closely with the CEEW’s Clean Air Program Team and CABH Project Team and will, from time to time, submit and share the progress of activities as agreed
• The senior consultant will undertake a mix of office and distance modes of working based on the agreed work plan and methodology. 
• The senior consultant is expected to use their computer and other equipment required for the task.
• The senior consultant will be reimbursed for official travel, stay, and food costs as per CEEW’s policy
• The payments will be made monthly based on deliverables specified in the TOR as per the agreed work plan. 

CEEW operates in a dynamic policy environment, and the consultant will be required to show flexibility in undertaking various tasks.
